Glenn Israel, a veteran artist with 17 years on the Halo franchise, and several former Halo Studios employees have accused the company of systematically covering up workplace harassment and bullying.
Israel, who served as art director on Halo Infinite, detailed serious allegations against Halo Studios (formerly 343 Industries) in a two-part LinkedIn post. He claims Microsoft concealed "unethical and/or unlawful acts committed by senior Halo Studios representatives," including blacklisting, fraud, and harassment spanning January 2024 through June 2025.
According to Israel, he filed formal complaints with Microsoft HR in June 2025, but the company failed to conduct a meaningful investigation. Instead, he alleges senior studio leadership orchestrated "a four-day-long act of harassment" designed to create grounds for his termination the following month. Israel attributes his eventual dismissal to what he calls "catastrophic mismanagement" of Halo: Campaign Evolved, which resulted in his art team being pulled from the unannounced project in August 2025 and his position being eliminated as redundant.

In a statement to Game Developer, Israel confirmed that this redundancy directly caused his October departure from the studio. He said he only signed his severance agreement after concluding that Microsoft's HR investigations into his complaints "were a sham."
Israel's public statements triggered a wave of corroborating accounts from other former Halo Studios employees on social media. One ex-producer claimed certain studio leaders "wanted to fire every single artist." Another former employee said they were "bullied out of their job" by leadership after "telling the truth about what was going on."
A former business executive partner stated bluntly: "Halo equals harassment and retaliation. I witnessed it and it happened to me too." While Israel clarified he did not personally witness these specific incidents, he said he has "no reason to doubt their claims."
"I witnessed similar experiences within the studio art department often," Israel told Game Developer. "These instances were my impetus to begin formally gathering evidence."
An Xbox spokesperson directed Game Developer to a statement previously given to Windows Central, noting the company does not comment on "individual employee issues." The spokesperson added: "We do take all claims seriously for both current and former employees."
These allegations represent the latest in a pattern of criticism directed at Halo Studios leadership. Following Microsoft's massive 10,000-person layoff in 2023, several former employees publicly blamed Halo Infinite's underwhelming commercial performance on studio management and Microsoft oversight.
"The layoffs at 343 shouldn't have happened and Halo Infinite should be in a better state," former multiplayer designer Patrick Wren said at the time. "The reason for both of those things is incompetent leadership up top during Halo Infinite development causing massive stress on those working hard to make Halo the best it can be."
Leading up to the 2023 layoffs, numerous high-profile executives departed Halo Studios, including studio founder Bonnie Ross, franchise director Frank O'Connor, and creative lead Joseph Staten. Whether these departures are connected to the alleged mismanagement remains unclear.
Israel's account carries particular weight given his tenure with the franchise. He joined original Halo developer Bungie as a concept artist in 2008 and remained with Microsoft when Bungie became independent in 2012.
